The Veterans Resource Centers of America (VRC) is searching for a dynamic and experienced leader to join our organization in the role of CEO.

The CEO works closely with the Board of Directors and the Executive Team to ensure effective sustainability and growth of the agency. The ideal candidate for this position has executive management experience, success working in government processes and contracting, and well-developed skills in communication.

Our CEO is a full-time, exempt position that requires up to 50% travel. The CEO salary is $165,000-$185,000, DOE. This position will work out of VRC headquarters in Santa Rosa, California. VRC has offices throughout the state of California, and offices in Arizona and Nevada.

Job Summary:

The Chief Executive Officer (CEO) reports directly to the Board of Directors, and is responsible for providing strategic leadership for the organization—a non-profit, veteran service agency—by working directly with the Board of Directors and other Executive Staff to establish long-range goals, strategies, plans, and organizational structure and policies.

This position directly supervises the Executive Team consisting of the CFO, Director of Operations, The Director of Human Resources, the Director of Clinical Services, and the Community Relations Manager. Additionally, this position supervises an Executive Assistant who provides administrative, and executive-level support.

This position is located in Santa Rosa, CA and requires up to 50% travel.

Job Duties:

  1. In collaboration with the Board of Directors and Executive Staff, lead the development of the agency’s strategic goals, programs, and structure.
  2. Fosters agency culture that attracts and motivates a dynamic staff consisting of highly-qualified and dedicated employees.
  3. Works in collaboration with the Board of Directors to successfully identify and obtain diverse funding opportunities.
  4. Plans, develops, and analyzes the organization’s fiscal function and performance in collaboration with the agency Chief Financial Officer.
  5. Participates in, and leads in the development of the agency’s plans and programs as a strategic partner and leader.
  6. Evaluates and advises the Board of Directors and Executive Staff on the impact of long-range planning and goals as it relates to individualized federal grants and contract awards.
  7. Follows changes in state, local, and federal regulations related to veteran-specific funding initiatives. Works directly with community partners, veterans associations, and public figures to advance legislation and public policies benefitting VRC’s mission as it relates to at-risk veterans and veteran families.
  8. Enhances and develops policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the organization.
  9. Establishes credibility with the Board of Directors and community partners by developing and implementing solutions to business challenges specific to non-profit organizations.
  10. Improves agency efficiency and efficacy by providing for the education of department managers and executive staff.
  11. Cultivates relationships with community partners to develop meaningful external referral resources, agency development opportunities, and political presence in the communities the organization serves.
  12. Works closely with the Director of Operations, the Director of Human Resources, and the Director of Clinical Services to appropriately analyze programmatic needs, contract compliance, and long-term personnel forecasting.
  13. Assists in the development and analysis of VRC’s annual budgeting process and cash flow to assist in the implementation of administrative and operational systems for financial management and efficient program operation.
  14. Works directly with the Board to fulfill the organizational mission. Responsible for leading VRC in a manner that supports and guides the organization’s mission, as defined by the Board of Directors.
  15. Responsible for communicating effectively with the Board and providing all necessary information to allow the Board to function properly and to make informed decisions for the agency.
  16. In collaboration with CFO, develops reliable financial projection processes and reporting mechanisms.
  17. Maintains current knowledge of local, state, and federal regulations which may impact the overall fiscal health and operational function of the agency.
  18. Maintains current knowledge of workplace best practices, federal affirmative action requirements for federal contractors, and ensures the workplace is lead in a way that encourages a collaborative and supportive environment for all employees.
  19. Works with VRC’s controlled development entity, CFO, and other Director-level VRC staff to oversee VRC’s responsibility as a Lead Service Provider (LSP) for multiple large development properties.

Qualifications

Bachelor’s degree required. Master’s degree or equivalent graduate or professional-level courses preferred.

A minimum of 10 years’ experience working as an Executive-level leader within a non-profit organization or public agency.

At least three years’ experience working as an Executive Director or Chief Executive Officer within an organization operating with multiple complex contracts and federal awards required.

At least five years’ experience working in an organization which serves at-risk populations. Experience drafting large-scale proposals, and speaking in front of large groups.

Knowledge of VA funding, state veteran programs, and non-profit management required. Knowledge of northern California communities highly desirable (Santa Rosa, Eureka, Redding, Chico, Sacramento, SF Bay Area).

Expertise in contract negotiation and federal contractor requirements required. Knowledge of federal and state housing regulations highly desirable.

Ability to lead a diverse, progressive workforce and a proven ability to act as a supportive, people-first leader focused on strengthening and empowering workplace teams and increasing the effectiveness of services offered to the organization’s clients.

International non-profit experience desirable.

Job Duties:

  • Facilitates the achievement of client wellness and autonomy through advocacy, assessment, planning, communication, education, resource management, and service facilitation.
  • Respond to client requests for assistance by initially screening for suitability and eligibility for both in-house and other-agency programs. As necessary, act as the client's advocate to assist in receiving needed services. Provide program information assistance and/or make referrals to appropriate services. Act as the client’s advocate, when necessary, and assist them in receiving needed services.
  • Apply creative outreach techniques to recruit potential clients by distributing promotional materials and by directly networking with targeted individuals and organizations. Work closely with staff and volunteers to develop and implement an outreach program which will allow staff to engage homeless veterans on the street and in encampments to let them know about services and resources.
  • Travel to other referral agencies and to clients’ homes, as necessary, to accomplish outreach, intakes and follow-ups. Helps insure that all residents are compliant with program rules and guidelines.
  • Closely monitor and ensure all funding agency performance goals and objectives are met or exceeded. Assist the agency in keeping costs within the program budgets.
  • Maintain complete participant documentation, to include proof of eligibility determination, comprehensive demographic data, detailed case notes that also include results/follow-ups of other-agency referrals, and other records as assigned.
  • Conduct preliminary assessments to determine individual eligibility, needs, and motivation. Present a realistic assessment of the resources available to help the client, and what will be required on the client’s part. With the client’s input and agreement, develop an Individualized Service Plan (ISP) that addresses mitigation of all barriers and culminates, to the maximum practical degree, full employment, permanent housing, improved family functioning, and family self-sufficiency ultimately focused on attaining permanent housing. Meet periodically with each client to assess their progress and update individual goals.
  • Refer clients to educational workshops and other training resources that address areas identified in the ISP. Ensure clients have a clear understanding of the goals and action steps outlined in their ISP and receive support in pursuing those goals. Provides appropriate expertise in recognizing and understanding clinical diagnosis to provide the appropriate referrals for evaluation and treatment of clinical issues. Does not provide evaluations or therapeutic interventions.
  • Provides client households with strength based, housing focused plans designed to encourage participant engagement. Plans will be focused on meeting the unique needs of the individual households being served
  • As a member of the Client Review Team, coordinate with other Center staff to ensure clients are getting quality, fully integrated services.
  • Maintain a personal resource file of social service agency contacts and landlords in the area in order to refer clients to needed services.
  • Provide individual employment counseling to clients and assist them in completing their employment-focused goals on the ISP’s. Motivate clients to use job fairs and one-stop career center resources. Regularly conduct the job search workshop, “Winning the Employment Game” to supplement the client’s job readiness. Conduct required follow-ups with clients and employers to monitor progress and provide early identification of problems and/or complaints of employed clients.
  • Attend meetings and conferences, as required.
  • Coordinates landlord recruitment and retention.
  • Additional duties as assigned by supervisor.

Required Job Skills:

  • Ability to work with a diverse population of adults and children, including those with physical and mental disabilities and addictions and those who are in, or need to be in, recovery. Qualifications

Two years’ experience in case management within a social service or employment counseling position required. Experience working with AOD/Mental Health clients preferred. Experience performing outreach and making referrals to services desirable.

Broad working knowledge of services within the local area. Knowledge the veteran issues relevant to this area. Excellent organizational and time-management skills.

Proficient in Word, Excel and Outlook programs, and familiar with entering data in database programs. Preference for Bachelor’s degree in related field. Must have clean DMV record and reliable transportation.

Job Summary

The Veteran Service Officer works with multiple agencies and programs to provide outreach and services to veterans. Must be comfortable working with homeless and disadvantaged veterans, male and female. Drawing on an extensive knowledge of available resources, the veteran service officer assists veterans and dependents in applying for available programs and benefits.

Job Duties

  • Plan, supervise, coordinate and administer the activities and programs of the County Veterans’ Services office.
  • Coordinate veterans’ programs with other Federal, State, and County programs, outside agencies, and public and private organizations.
  • Manage and participate in public information and outreach activities to educate and offer services to veterans; represent the program and makes presentations to various community groups.
  • Assist veterans/dependents in applying for available federal benefits from the United States Department of Veterans Affairs Regional Office (VARO), by initiating or reopening claims.
  • Complete initial application, or reopen exiting claims, for compensation (service-connected disabilities) or pension (non-service-connected disability).
  • Research medical conditions and obtain necessary medical records and statements from physicians to support the claim(s).
  • File application for eligible veterans for education under the GI Bill, or for vocational rehabilitation.
  • Contact and assist survivors of a deceased veteran in obtaining death benefits such as burial in a national cemetery, burial allowances, government grave marker, government life insurance proceeds and survivor benefits.
  • Advise and assist veterans on all phases of government life insurance.
  • Assist a veteran or the eligible survivor of a veteran in obtaining Veterans Administration home loan benefits.
  • Ensure that all timelines are met so the veteran does not lose any potential benefits.
  • Enter all claims information on computer.
  • Keep in contact VA Officials and the veteran’ Power of Attorney (POA) concerning the status of individual claims.
  • Assist veterans/dependents in appealing denied claims to the local VA Regional Office (VARO), the local Decision Review Officer, or the Board of Veterans Appeals in Washington, D.C.
  • Assist veterans in obtaining medical, financial, or other information necessary for the appeal.
  • Assist veterans in preparation for personal hearings at the VARO, to include accompanying them to the hearing, if necessary.
  • Ensure that all timelines are met so the veteran does not lose any potential benefits.
  • Assist veterans in obtaining necessary inpatient and outpatient care from the VA Medical Centers (VAMCs)and Community Based Outreach Clinics (CBOCS).
  • Do all required paperwork, and obtain all necessary records for the VAMC’s or CBOC’s to accept the veteran for care as an inpatient or outpatient.
  • Work with the VAMCs or CBOCs to schedule necessary appointments for the veteran.
  • Assist veteran in obtaining transportation the VAMCs or CBOCs.
  • Work with VA professional in obtaining public health services, home health care, or placement in local nursing homes or the Nevada Veterans homes.
  • Assist veterans in applying for available state benefits from the Nevada Department of Veterans Affairs (NDVA), by initiating or reopening claims.
  • Complete initial application, or reopen existing claims, for the following state benefits for veterans and their dependents:
  • Subsistence program for disabled veterans or surviving dependents. Dental program for veterans and dependents.
  • Optical program for veterans and dependents.
  • War Orphans Education program for the eligible surviving dependents of certain deceased veterans.
  • Appeal denied claims when appropriate.
  • Ensure that the veterans and their dependents in the county are aware of these benefits.
  • Assist military retirees and their dependents or survivors in obtaining their benefits from the Department of Defense (DOD):
    • Assist in applying for or troubleshooting military retiree benefits, or other problems that arise.
    • Helps retirees or their dependents with military I.D. Card applications.
    • Assist veterans in claims and proceedings involving the military services.
    • Assist a veteran in applying for a correction of military records or an upgrade or character of separation from the service.
    • Investigate history of unit, through Department of Defense, to prove that Veteran was in a combat zone, or a specific battle, to qualify for specific benefits.
    • Assists veterans in obtaining benefits or services from other agencies.
    • Advises veterans and their dependents on services from Social Security, Small Business Administration, and other agencies.
    • Works with the County Human Services Department to maximize ALL potential benefits.
    • Assists veterans in obtaining help from local hospitals, clinics, and nursing homes.
    • Attends workshops, seminars, and conferences and confers with professionals in order to keep up to date on the latest changes in Federal and State laws and regulations.
    • Keeps current on legislative and legal actions of federal and state veterans benefits.
    • Assist members and dependents of the National Guard and Reserve Components in obtaining appropriate benefits and assistance.
    • Provide information to deployed service members and their dependents about assistance programsduring deployment and benefits upon return from active duty.
    • Attend and speak at information meetings for service members and their families.
    • Work with Family Assistance Centers in obtaining help for deployed service members families.
    • Maintain an outreach booth at various local events, including the county fair, to show visibility in the community and increase public awareness.
    • Serves as the county’s liaison to the veteran’s service organizations in the county.
